Steering gremlin

Hi, this is my first request for advice and I hope someone can help. I have a 99 TD5 Discovery and get a intermittent problem with the power steering. The issue is that the power steering seems to disappear especially at low revs but returns to normal when then revs are increased. During normal driving the steering is fine, just a problem on slow maneuvers like parking.

Any advice greatly welcomed...arms now like garth

Long shot here but to give you things to check

1/ Power steering belt slip
2/ Power steering pulley's stiff
3/ Fluid levels checked and confirmed

Any squeaks?
