Headlight washer blowing fuse

During the cold weather my headlamp washer stopped working. I have checked the fuse and it was blown so replaced it and then blew the new fuse.

Before I start to remove any trim etc does anyone have any ideas or suggestions as to what the problem may be?

Also is the pump servicable or is it a straight replacement?
 
The pump could be blocked and not revolving, it's a sealed unit so servicable in as much you can only power it up in reverse to try and dislodge any muck blocking the inlet that can be done with the pump insitu as it a pain to remove the washer bottle I believe.
 
Slight hi-jack of thread... my washer makes a buzzing sound when on side lights but not when headlights are on or all lights off!

Still works so not that bothered... any thoughts?
