you could always try a clutch claw or a pedal box that way i wont matter if the steering wheel turns they will not be able to use the pedals. alternatively you could alway use something on the pedals and steering wheel. overkill but it all helps

I had to fit a clutch claw to the defender 90 2004 as the disklock would not fit over the steering wheel due to the centre padding on the oe s/wheel.
