Turbo Vent Valve question

Hi folks...Fitted the vacuum reservoir and replaced the pipes with 4mm silicon.
I also decided as the weather was dry(ish) to replace the pollen filter and the Turbo Vent filter which came as part of a service kit.
The vent valve (Part no. PHB000450), which looks like an inline filter in a nylon case, was found at the rear of the engine (TD4), clipped to another pipe.
I noticed that the "Filter" has only one end connected-at the large diameter and the other end had a small length of rubber hose around 10mm long just pushed on and is open to atmosphere....is this normal, or should the other end go somewhere ??
I have searched Microcat and PHB000450 is not shown for the TD4, only the L322.

And I thought the P38 was a challenge !!!!
 
Yes normal, it vents the vacuum to the air to allow the VNT mechanism on the turbo to return to its normal position.
