Well it is a possibility.
some kind of a partial short would do that.
But if its easy to get to - and no idea if it is - it should be easy to whip it out and test it.

Remove electric plug to thermostat, and give it a try.May work. Worth a go.I'm afraid you have joined the cold start mystery club.
No one has ever come up with a solution for this problem apart from, worn engine.
Some people have virtually rebuilt there FL trying to solve it, without joy.
It will be even worse in winter
