Security module ?

Knowing what vehicle it is would be helpful.

In that case no, the security protocols will be separated into several different electronic modules in the vehicle, which all need to be in communication with each other and confirm that the correct key is in the vehicle, or it won't even crank over.
As it's cranking over, it's likely an an issue with the engine fueling.
A proper diagnostic is needed to identify what the issue is, but it could be any of a number of issues.

If the fuel pump works and you get fuel forget about the inertia switch cos that one would cut the fuel supply, that's it's purpose to not let the vehicle end up in fire in case of an accident... what type of engine is it about?
