low turbo pressure

I am still having problems with my disco. The main problem is lack of turbo pressure, on the nanocom it will only reach just over the 100 mark but the odd occasion it does hit the 220 but this is rare even driving it hard. I have checked all hoses and pipes, and wastegate is not seized. I am lost as to what else to check without throwing money at replacing parts 1 by 1.
 
Are you sure the hoses aren't de-laminating? You can't really tell without replacing them. That would be a cheap enough first step.

Then check for a blocked cat. That would prevent it spooling up as it should. Just de-catted mine and the first thing I noticed was the turbo whistling. It had never spun fast enough to whistle before.

I stood the cat pipe on end and a lump of coal fell out!
 
Think I will give the modulator and hoses a go as cant think of anything else it can be. 1 thing I did notice is the bottom right of the intercooler has a bit of oil on it, is this normal?
Mine is a 2000 model so got no cat and egr has been removed.

The whistle of the turbo is quite loud.
 
It might be worth taking the intercooler off and swilling it out with white spirit to see what comes out.
 
Try also checking for snapped exhaust manifold studs. The manifold can warp and break them.

If the turbo is whistling you should be getting boost. But the whistle could be the manifold blowing instead of the turbo spinning.

If the manifold is blowing badly, there will be less gas to spin the turbo, so less boost.
