If its like mine you need 2 sets of brackets - 1 pair are like mounting brackets that protrude from the metal bumper under the plastic front surround - and you'll need to cut square holes about 5cm square for them to poke through. They fit into those square recesses on the back of the nudge bar and a bolt goes through to fix them. The other pair are long flat pieces that have a couple of bends that fix to the bottom of the nudge bar and go through slots in the bottom of the surround and fix to the same bolts that hold the engine undertray on.

THB you might be able to make them up - but you're probably better off getting a another nudge bar with the brackets - I can't think why anyone would want to sell the nudge bar without the brackets - or vice versa.

Unless there's markings, I would have thought it is also difficult to know where to cut the holes in the front surround. If you get it wrong you're going to have holes showing. So you might want to get some dimensions before cutting!
 
Some of the bars crack badly so you might manage to get one that is knackered with brackets..... If you really need to see what the brackets look like I could take my bar off and picture is for you I guess!
