Dizzy question

This is probably a really silly question, so please be kind. I got my SIII 2.286 petrol (1974) back from the repair garage last week, after 8 months without it. It seemed to run a bit reluctantly: it started easily, but wouldn't run without choke and the revs went down when I stopped at lights. No problem when driving, only when idling. So I thought I'd fit a new contact breaker, as I knew it was on the limit of adjustment. The condensor is held on to the base plate with a little self-tapping screw. This was really loose. I've set it up with new points, and it seems to be running better. The question is: should that screw be tight, to make an earth connection, or was that irrelevant? The points gap was probably about 9 thou, not 15 as it now is.
