Am thinking of changing my tyres to AT ones.

Can I do this safely a pair at a time, obviously the first set on the rear, followed by the second set on the rear when the time comes?

I've got 16" wheels
 
Personally, Id change all four at the same time. There may be grip issues in the wet, handling and the difference in rolling radius. From the posts/threads on here about VCU/IRD etc they seem pretty touchy and dont like having there shoes on the wrong feet!!!
 
I'd be interested to know what tyres you are going to put on. Only coz my budget was tight and I got 5 falken all terrains for just over £250. If going from road tyres to all terrains I would deffo change all 4 due to tread depth difference etc.

Looking at General Grabber AT2 for pose value and hopefully some snow later in the year!
 
Don't get General Grabber AT2s, get the newer General Grabber ATs. (Yes, the ATs are newer than AT2s) They're quieter and just as good off road.
