Whats this 12lb they taik about in manual ?.Just fitted new swivel and with out any shims theres no drag at all ?. CHUNK.

did you fit thrust washer in bottom of top bush ,12lb on steering arm with spring balance ie fishing scales

No shims in bottom. I have not put steering arm on yet will that make diff?. I know you come off that to check 12ld . Should still lock up with just top pin in?.

well you do have to have steering arm bolted on to push brg up no wonder you have no preload which is checked with top and bottom tight
