Hello. Im struggling to get to the bottom of a starting/cranking problem. Ive noticed an electronic unit on top of the pump which is buzzing when i turn the ignition on. What does this unit do please?

If you mean the injection pump it’s probably the stepper motor for the throttle, I assume you don’t have a throttle cable?
 
Buzzing is normal with ign on.
As per Discoray comment we need more info
 
Ok.
We can get it to crank by hot wiring the starter.
Won’t start though.
Went to fit a spider bypass.
No spider unit fitted at least not where it should be.
New engine chassis earth.
New lift pump that pumps now.
Has a throttle cable.
Special vehicles if that matters.
This electrical unit on the diesel pump buzzes with ignition on.
new battery in the fob.
Unlocks and locks like it should.
The chap helping me says he hasn’t seen the unit before.
Immobiliser indicator is not on.
No fuel at the injectors. Yes there’s fuel in it. ta

Is the unit on the arm that moves with the throttle cable(on top of the pump) ?

if so this is part of the EGR system

check the single cable on the rear of the pump
 
Later 300 Tdi disco autos had electronic diesel control ECC so no throttle cable but u should a cruise control cable.
Do you ever see the red led in the dash indicating the security system is active, unlock the vehicle should see the led extinguish indicating the alarm is unset and engine is remobilised, or should be.
No spider the immobiliser function is part of the EDC, so the security cover on the pump will have to be removed.

I wouldn't remove the cover on the auto pump. Tried this in my own Disco and diesel spilled out. I was told I was lucky the diesel seal held when I reassembled it.
Apparently you can remove the cover on the manual to bypass something there. Approach with caution is all I'd advise. Buzzing is normal.
I have the same problem, intermittently, quite a few threads on this, most go dead, but never a solution. I blame the green immobiliser unit at the side of the passenger footwell. If you can borrow a replacement with a matching keyfob it's worth a try. I'm certainly no expert on this.

Yes. Red led goes out so not immobiliser is off.

Ok the outputs could be faulty even though the immobiliser shows its functioning, the immobiliser interferes with the supply to the starter motor (that u had to hot wire) and with the diesel fuel cut-off plus a bit more.
Next is to investigate inside the cover, for a look-see what is buzzing, there’s a couple of electrical tests u can do there.
Also there’s more than a few threads in the Forums of EDC system issues and security.
