Advice on this early Defender

I'm a series man myself, but a friend has asked me to look at this early 90.
Appreciate any wise words from you guys and gals. Seems a bit steep for not a SW?

Reg is B676VBX and no real miles done for years

Mot history says it is not unmolested and original.
Extensive welding done in the past and I never even looked at it all.
Wing tops are totally molested and that alone would stop me buying as an unmolested original vehicle.
Probably needs a new chassis, mot history says it was not looked after.
Run away.

It's steep because it's petrol and they always seem to be more expensive...
