Cold start erratic.......

This is on my 15P engined TD5 Discovery with 214,000 miles.

I've had it for nearly two years now, cjanged MAF, EGR removed, new fuel pump about a month ago. Runs really well and pulls like a train throughout the rev. range

As the weather got colder last autumn, it sometimes took two or three goes to start, but was a first turn starter in warmer weather

I had the injector seals and copper washers changed by a local specialist last week, and he changed the injector loom at the same time - there was some oil in in. None at the ECU - I've checked.

It still doesn't start on first turn of the key, two or three goes at around 3 degrees, two goes at 6, and first time 10 degrees or over.

The specialist says he fitted genuine bits...is there anything else which might cause this, like glowplugs, or am I looking at having the job done again, bearing in mine the specialist is now shut due to the present emergency.
 
Could well be glowplugs. You can try putting them on 2 or 3 times before cranking and see if that helps
 
+1 for glow plugs and -1 for putting them 2 - 3 times cos IMO that's completely useless if they are shot
If they are all shot then yes, if its 1 or 2 or if they are weak then it will make a difference.
