2009 Defender 'Puma' heated rear window.

I've just purchased a 2009 Defender 2.4 TDCI. Everything works perfectly on the vehicle part from the rear heated window. When switching on the light appears on the switch, and the relevant light appears on the dash. Everything looks good apart from the rear view which remains totally fogged up! I've checked the connections on the window and I don't seem to be getting any power. I checked the fuse box, it did have a fuse in the slot, but it was a 10 so changed it to a 20 as directed in the owners handbook. Still no luck, and no power to the connectors on the window. I'm not brilliant on electrics, anything simple I can check?

Check the fuse is live (Black to negative battery terminal, and red to fuse). After that, I think there may be a relay in that circuit.
 
Believe relay is under steering column

I had an intermittent relay problem on one of my 110,s I put a light bulb across the connectors on the rear screen so i knew if power was getting there. This helped me isolate the fault as I knew I had power to the switch and the relay
