Just been to local retail park and followed a Vauxhall corsa round car park, it had signs on back and sides saying mobile ANPR. Able to view inside from my height advantage and driver had screen facing him flashing up all the cars he drove past. Anyone else seen this?
 
Some councils use something similar for overstaying /illegal parking. If you park in an area where you have to type in your number to the machine or have residents parking permits, then anpr reads the number plates checks what you've paid for and a computer prints out the fines..

Free parking but there is a time limit due to the new tram/train service that has started up. Could be right there
 
Sounds like we need counter measures!

A plate that appears normal in every respect but cannot be electronically recorded;
Amnesia inducing output from the target vehicle;
A jamming device that blocks all data to/from the detector vehicle;
An active device that hacks the reading computer when it clocks your number plate;
Sympathetic insiders at DVLA who ‘lose’ the data;
Clever hackers who can turn the fine around so that you get a payment from DVLA instead!;
Pro motorist politicians!!!!!!
