I think they're mostly a visual deterrent to stop casual or opportunistic joyriders. Nothing stops a pro thief.

I hate the term joyriders, I prefer the term "Robbing b4stards" ... Actually that would apply to a pro thief too ...
 
Disclock pretty much the best for a Landy then. If someone has to resort to power tools then they'll get a baseball bat around the earhole before they're halfway through!
 
As @Paul D has said, the visual deterant aspect is all you can hope for to keep the opportunist's thieving mitts off, but there's little you can do if you're up against the "professional scroat", they aren't going to bother with trying to get a lock off, they're just going to lift it onto a flat-bed and disappear into the wide blue wonder.
That's the only reason that I've fitted light guards, in the hope that the opportunist doesn't carry a pair of bolt croppers in his back pocket.
 
All you can do is slow them down or look elsewhere for easier prey & don't forget agreed-value insurance, although insurers can become a bit anal about that clause if the motor isn't garaged.
Surgical removal of hand if convicted? Ok so they'll claim disability benefit, but the chances are the scum are on UB anyway.
