I am a new owner of an Ex MOD landrover. I am restoring it at the moment, and I have heard that the paint is full of cobalt. If this is true, is there any advice on how to remove it safely.

Almost all pigments are made from metal oxides.
I doubt if you will be exposed to harmful levels from prepping one vehicle.
If you are worried about it, do it outside, and wear a mask.

I don't know the age of your Land Rover but wonder why you want to get all the paint stripped of it unless you are going for a fresh from the factory look. If these paint layers are IRR paint, in service it was not be removed as the IRR effect depended not just on the IRR paint applied but on the underlying layers of IRR paint. Even when late S3 LtWts left the factory with IRR paint it was acknowledged that this was insufficient IRR effect to meet the required standard.

I want to remove the paint because it is flaking off to the point where you can see the aluminium underneath. My landrover was made in 86 I think, I am not sure but know that it is a D plate.

Yeah fair enough I can understand that then.

I once had a military Carawagon & used up an awful lot of paint stripper to get rid of 7 layers of IRR paint. In later years I realised it was a waste of time as I had destroyed the authenticity just to get a nice finish. Some of the old paint had chipped & was patch painted, which was the accepted way to deal with it. Although it needed at least two coats to bring up the IRR properties. It all looked a bit bumpy in texture, but I wish I had left it alone.
