FBH thermostat failed?

Our late 53 TD4 has a FBH (fuel burning heater) fitted. I have noticed I is on all year round!

Is there some sort of thermostat that detects the outside air temp to activate it?

I'm also not sure if it cuts out when engine reaches temperature.....
 
Yes, there is a sensor behind the bumper iirc. It is supposed to activate the FBH when the exterior temp drops below 5Cº
 
Yes, and then, when you turn the engine off, it blows lots of smoke and emits a rather scary sound:D

From RAVE: The ambient air temperature sensor controls a power supply, from the alternator via the Engine Control Module (ECM) to the FBH unit. The sensor is installed on a bracket attached to the body behind the RH side of the front bumper valance. The sensor contains a switch that is closed at temperatures below 5 °C (41 °F) and open at temperatures of 5 °C (41 °F) and above.
