Somethings seized up by the sounds of it. Try forcing the clutch fork by hand, or levering it with somehing to determine if the problem lies at the clutch or in the pedal box.

Describe more: Can the pedal be pressed? does it go to the floor?

Presume its a Disco 1 ?
If clutch pedal has gone ' solid' - that is it won't go down then I think the problem is the clutch fork ; the pivot has gone through it - a common failure .
Gearbox out to sort it .
