Probably a bodywork write off or stolen recovered. Vehicle has been declared scrapped so selling off good parts, thats what breakers do!

because it has been removed due to the vehicle no longer existing. it is now a replacement chassis for another vehicle.

It cannot be used for another vehicle .
Very illegal. Why remove chassis number, unless it is stolen or was supposed to be destroyed.

It's fine to strip and sell bits but if it has been a cat A or B write off the chassis must be destroyed as it is the main ID of the vehicle.

A galv chassis is not illegal to fit and doesn't need to be a q plate.
I just had one fitted. You then write to your local DVLA garage they book you in, check the chassis and stamp it with an id number. If the chassis is a like for like swap (no mods etc) then they allow you to retain the points for the points score of the vehicle.
I think it is 10 points you need to retain your old plate. The chassis gives you 5, axles 2 etc etc.
The problem with buying a 2nd hand chassis is as said, if it has been declared a right off and needs to be destroyed, it is not only because of the fact of the identity of a previous vehicle but also potential damage to the chassis. A breaker can sell them on but I would be very careful as technically it is as good as scrap.

There's a difference between new and secondhand parts. New and standard is fine - so long as you have the receipt for it. Secondhand, isn't, because its also the part that determines the identity of a vehicle. If you wanted to re-use a secondhand chassis off another vehicle, then that becomes the vehicle in terms of identity, etc.
If a breaker sells a chassis on, then it should be good enough to be roadworthy/usable, therefore the vehicle shouldn't be declared as scrapped. If its accident damaged, then Cat D (cost of repairs don't exceed market value of vehicle but insurer decides to settle instead of repair) or Cat C (cost of repairs exceed market value of vehicle) should be applied to the identity. Cat C will need a VIC, Cat D won't.
Above are the legitimate ways to swap a chassis if needs be. The regulations have made provision for it, so no worries there. Any other scenario is probably associated with ringing or some other dodgy exercise such as trying to circumvent road tax, scrappage scheme etc.

They should ask for a certificate of destruction for the old chassis before stamping the ID number.

Why would you want to restamp it? Galvanising wouldn't erase/grind off your original number.
I think I'm better saving up for a galv chassis and then get my existing number stamped on it. Can I just get it stamped at a garage or does it have to be done by the dvla?
Not that I'm in an urgent need just planning for the future.....(I hope)
