The recovery regulations also allow you to collect a disabled vehicle from
the first place of repair following recovery from the roadside to other
premises at which it is to be repaired or scrapped, essentially two
movements. within 100 kms of base this operation is exempt from
tachograph. A genuine recovery is exempt from Operators licence regardless
of distance.

The collection of a gearbox or the like for your private non business
vehicle is acceptable and does not attract the requirement for tachograph
or Operators licence.

As I said it would be helpful if you carry a copy of the registration
document for your own vehicle (if it has one, being an off road vehicle) or
a written declaration of ownership and the reason for the carriage.

The excise matter would need clarification by the Vehicle Registration
Office, although I believe the rate is currently the same, it is still
important to apply for the correct class.
