Valve / motor behind this plate

No exhaust valve / solenoid on the exhaust system under the car

I have tinny /chattering noise when at low revs 1000-1400rpm on my L494 which is causing me grief. Anyone any ideas on what it could be? Soot on valve or valve issue?
