Series 1. Gear has broken off. Is it a simple job to remove the broken piece and replace with new lever? Or would it be easier to weld the old lever back on?

Hi. Anyone got any thoughts on how long it might take to replace the top rail on a Series 1 bulkhead? One workshop quoted a day's labour plus parts. I think it must be less, surely.
