My August 94 D1 has always had a private plate, from it being delivered to the first owners estate, so I can only assume it will be on an M reg plate.

That's good stuff, that copper tape. We use it to stop slugs attacking the young plants around the garden. They really like potato leaves, and hate copper 😁

Have you tried hitting the starter with a bangy thing. It may get you going.
