The pipe that goes into the back of the back of the thermostat housing can be a culprit too. There is a small o-ring that can fail. It's pence to buy but a right pain to change

I've had this a few times. I remedied it by bending the contacts in the holder a bit. I think they go a bit soft or less springy over time. The first time I had it I was swapping bulbs over and checking fuses etc but realised when swapping holders over that it was a holder issue.
