I would report it as a suspicious incident and ask to speak with one of your neighbourhood officer. They should put an intelligence report in regarding this. Might just be a missing bit of the puzzle. :)

I agree, it must be very frustrating. Its frustrating on our side as well as embarassing on occasion too! Its not that the cops dont care, there is just so much red tape to go through it makes it difficult to please all of the people, all of the time. Sometimes we just cant get the results...
