Have you tried the fuel cut off solenoid on the bulkhead? Designed to turn the fuel off in case of an accident but could have tripped.

Was it doing it with the belt and tensioner off? What make was the tensioner pulley? I wouldn't discount it just because it's new. Mine has started making a similar noise and it appears to be coming from the tensioner - its definitely drive belt related as the noise goes when you ease...

If they are minor issues then why hasn't the current owner sorted them? It probably needs the car telling it's not got air suspension any more and is on coils, and for that you'll need a Nanocom (always handy to have in any case) or get a garage to do it. The handbrake light could be poor...
