Mine was the same, fuel pressure regulator as James Martin says.

This is all you need Blu, make sure your string is long enough to reach from vehicle to vehicle though.

31" tyres shouldn't rub. Mine are 32" on standard suspension and never had any issues with rubbing. Don't know, but maybe something to do with the wheel offset?
