    It should be there, your engine bay would be far cleaner if it was, no oily mess! and it would smell better! The only reasons I can think of why someone would remove it would be, as the hoses went hard (heat from the engine and age) and it fell to bits, or they were having emmision problems...

    There should be a valve that takes the fumes from there and feeds them into the air intake ducting (the hole in the ducting is close to the hole you mention)
