If you take the bulb out and it blows straight away you know the issue is from the switch to bulb holder. I’d check the switch first they really are crap, high current switch with moving scraping contacts.

Have you checked the altinator. I really am clutching at straws here but the altinator might only be giving off enough current/voltage to run the electrics it needs in a certain rev range.
