Don't over think it, just take them apart and do it again. If your going to take up some slack in the adjuster don't take up too much, not till they drag or they will adjust unevenly so that you only get the leading edge in contact.

Change the rear one at the diff. It would give your symptoms and they're not expensive. Think I'm right to say no prop in NI is a fail.

You have little to no chance off getting the drums off without backing off the adjusters unless the drums are brand new. Its not difficult to back them off, just turn them in the right direction.

Sounds like you adjusted the brakes up to far before the auto adjusters did their thing and the leading edge is grabbing. Back the adjusters off, give the cable a bit more slack and don't try to feather touch them before the auto adjuster take up their play.

Scrape the ice off, start your engine and drive. Fuel consumption will return to normal. If the screens misted buy some kitchen towel.
