Try a little bit of WD40 in the lock and around the mechanism inside the cap..let it soak a while and then try and turn it..also try turning from the inside with the key in the lock..i.e turn the locking part of the cap. Possible cause of the wipers...maybe a faulty relay..not really sure but...
