The source of my electrical problems are located. Its that blue plastic thingy behind everything in the dashboard... How do I get to it in a civilized way withi\out breaking the whole car apart???

New challenge in my 1996 defender...

The Hot air duct i stuck open so the air stream is sent down to th footwell. In the humid norwegina weather thats very inconvenient.

Do i have to disassemble the whole dash to get to it, or is there any other quikcfix......

the flaps themselves are in the dash ducting so you need to disassemble completely to fully access. However it is far more likely to be a cable issue than the flaps. I would start at the control end and see if the cable is firstly still attached and if it is free to move. If you remove the plastic vent cover in the footwell you can see the flaps and can move them by hand to open/close(with a small pick to close) and see if the cable moves at all. Some light oil dropped down the cable into the sheath will not do any harm either.
 
Problem solved....

Went for the easy solutions first. Disassembeled the regulators and found that one of the "locking pins" was damaged. Some sanding and lubricating, and things seem to be alright...:) The air goes where i want it to go....
