The dead space ought to be down to pistons moving through empty space until the pads contact the discs, and/or the shoes contact the drums. If calipers are properly built I cannot see how that can happen as...

Try wet sanding- 3000 grit, then good polish something like Scholl s3 gold, that will remove the sanding marks and bring the panel up.

I don't know if phase 1 ones will fit, you'll have to ask, but I do know that others have done the opposite, i.e changed phase 1s for phase 2s and they had to cut stuff about, so fitting phase 1s might be easier...
