As it says in the text, even backed off to the max you will not be able to get them out that way due to the ball on the end.
Only way is to take the rocker shaft off, remove the nuts and take them out once the shaft is upside down!

Well, as it says to replace them anyway, why not simply remove the rocker arm, and then discard the screws. replacing with new?
