It will fit in a facelift model (2004+), but not before without a lot of work and modifications.

I had a similar problem filling my Freelander with the pump switching off quickly. The solution was to move the nozzle up to make space for air – see this illustration in the owner’s manual. Never had this problem with my Defender or any other vehicle.

I’m not sure but I think it is for hill descent control (HDC). HDC only operates when the brake and throttle pedals are not pressed. It might also be used for cruise control, if fitted.
