I have a 1997 300 tdi 110 CSW. I am replacing wheel bearings on both sides to both front and rear axle. I bought the parts from my local Landy garage who are very reputeable, i got 8 timken bearings and 4 inner seals. Do i need another 4 seals for the outer bearing

No. There's only a seal on the inner side of the hub. The outside is taken care of by the drive member and the flimsy plastic hub cap thingy.
