I am sure this comes from the American military, the first number is the
number of wheels and the second is the number of driving wheels. I think
there is a third nimber that is the number of steering wheels (Relieant 3
wheeler would be 3x2x1, normal 2 wheel drive being 4x2x2 & normal 4 wheel
drive being 4x4x2)
