As iansoady has said above, the bottom right binnacle switch blank is where the Cruise Control master switch would be fitted.
If you have unused connectors behind the headlights, then they're probably for the headlamp levelling motors.
If you're referring to the Grey connectors with a Grey 'blanking plug', which are fixed to the headlamp mounting panel, then they are Earth Headers.
The connectors for front fog lights are fixed to the bottom of the front panel, behind the bumper, and are accessed from under the wheelarches - behind the removable panel at the front.

Your correct, it's usually the third one down on the RH side of the binnacle.
I was thinking that if you didn't have cruise control fitted, then the White 5-way connector could have been plugged into either the third or fourth switch blank, it doesn't really matter which switch blank it's plugged into, as long as the connector and wiring are there.
The fourth one down doesn't have a defined function on pre-facelift vehicles, it's just a spare position.
On post-facelift vehicles, the fuel flap release is fitted there - much easier to reach if you've forgotten to press it before getting out at the petrol station.
I've moved my fuel flap release to a post-facelift switch in this position -
You can just make out that the fuel flap switch is Black, whereas the others are Ash Grey.

No, I had to extend the wires from the 'six pack' switch on the facia, and change the connector shell from a Blue one on the old switch to a Green one on the new switch.
If you don't have a connector shell of the right colour, you can shave off the keyways on the connector shell to make any colour fit any switch.
