My series 3 1973 has had new drums, pads, the lot! I bled the system up and the break pedal goes to the floor applying some pressure to the breaks but not enough to hold it on a slop. If I press the breaks twice then the pedal will go solid.
There is no air in the lines or leaks and the master cylinder is definitely still good.
Really baffled by the problem, any help is appreciated.

Breaks? Pads?
Clamp the front flexi pipes, bleed the rear brakes, adjust them until they work well.
Then unclamp the front, clamp the rears, bleed and adjust the front until they work well and brake evenly.
Unclamp the rear and test drive, everything will be good if you fitted the new parts correctly.
Warning: When driving with clamped flexi pipes your braking abilities might/will be reduced.
