go buy this months Motor Boat Monthly - loads of decent insurers advertise in the back and there is also details of a new kind of TPFT policy which costs under £80 (this is for motor boats so PWC's might be a bit different). i insured my boat through a local company here called Barnes & Ingram, fully comp with £5million liability cover costs me £168 a year.
