Nope I haven't, but.. even though the stalk switch is in the off position the contacts may be still latched so check that unless u already have.
I don't know what the "keys out of the ignition" has to do with it, unless your lighting citcuits are ignition switched supply, if they are your on your own on that one, normally the stalk and just the stalk controls the lighting supply.

It certainly would, unplug the dim dip resistor on the engine bay bulkhead by the washer bottle to see what happens. If nothing then it out with the multimeter to see where the power is coming from. Is it just the head lights u have an issue with or head lights plus side lights?

Mate, sounds like you may have a light relay stuck on, not sure if standard lights are on a relay, I don't have my shop manuals with me at present, but if someone has fitted a light relay to get better lighting performance it may have burned the contacts and be holding the circuit closed.
Do a bit of investigating, first remove the headlight fuses from the fuse box, if the lights stay on without the light fuses then they are being fed from a direct battery source, then you need to track the offending relay, work back from the headlights through the wiring, does it have driving lights fitted, it could be a "back feed" through a bodge wiring job, if you find a relay relay that seems to be somehow connected to the headlights/lights see if the closing coil is still getting a signal with the stalk switch off, if not then there is possibly a problem in the relay mechanism, check by substitution of the relay.

But the standard 95MY onwards D1 has a dim dip power resistor just to the left of the washer bottle and should be gold coloured, plus there's a relay behind the passenger kick panel, no other relays involved in the vehicles lighting if factory standard .
As for a pink relay behind the steering wheel all relays are behind both kick panels other than the indicator relay and HRW, and as u have Tdi glow plug relay under the bonnet, so have a look.
U should find the a dim dip resistor in this location, if u have the resistor and you don't need dim dip then leave it unplugged.

I have fitted a light bar but that was over a year ago and had no problems it just happened Thursday night I parked it up came out to it Friday morning and the battery was flat charged it up overnight and it started just that when it's all connected up the light's are on then when disconnect battery they go out
