hi, I have got hold of some "saftey devices " Harness from a mate that had them in his mini for a short time!, i am wondering what the best place to fit the back strap to i can see the two sides can mount where the exsisting seatbelt bits fit to the seat box. my seats have holes for the straps to go through befoure the harness goes into one strap

Most people fix them to the top of the bulkhead and bolt them to a spreader plate. But ideally you want them as close to the level of your shoulders as possible. the lower the strap is the more the load and strap compression will be transferred to your body in the event of a crash.Under no circumstances should you mount them lower than the top of the bulkhead. Even that is too low really. But short of fitting a roll hoop with a cross bar.There isn't any thing else you can do with them.

B&Q sell 1200mm X 40mm x 3mm flat bar that will do the job. Put one each side of the bulkhead and bolt it at 12" intervals. It'll act as a stiffener for the bulkhead as well.
