I am changing my fuel filter and housing as the last one cracked and these two bolts are refus to budge. One is just spinning and the other is stuck fast. Any ideas welcome on how to get them both out

Alternatively cut the heads off with a mini grinderette/dremmel or drill them out.
I believe they are riv-nuts (which is why one is spinning).

Punch the nut in/drill them out and tap the chassis fitting new stainless/galvanised bolts with lots of waterproof grease.

Thank you. I used a Dremel then punched them through. I can't see a thread on the inside of the hole though. Any ideas or solutions as to how hest to fit the new nuts?

Yes, take the mounting plate off, deal with the rust and fit some rivnuts in the original holes. Then bolt the mounting plate back on and then the filter housing.
 
I did a similar job on mudflap brackets. The bolts screwed into steel rivnuts which were seated in square holes in the chassis. After punching the rivnuts through I drilled the square holes out and fitted new alloy rivnuts.
 
You can get rivnuts with a closed end so, in theory, there is less chance of the threads getting water in and rusting up. You would need to be more particular with the length of bolt you use though.
I give the bolts a good slathering of copper grease.

With the plate off (as said) you need to clean it up, make sure the chassis is still sound and clean and slather with anti-rust and then prime.
Prior to the painting/finishing stage you should get some new riv-nuts.
If you've not used these before they are a really useful way of fitting non structural componets to things that you can't easily get to the back of (to fit std nuts).

You need some good drills, as the size of the hole is key and a reasonably good riv-nut tool.

This is the one I reccommend, there are others and probably better ones available but this will do the trick.
Once you get into this you will fit them everywhere.

Don't fit stainless ones into alluminium but do fit stainless ones into steel.
Steel/plated ones are OK but will rust over time.


Once all the nuts are in, slather with paint/undercoat etc and refit.
I cover any surface that touches the chassis with a waterproof/marine grease.
