What is FL1 TD4 allowed to tow? Braked and in-braked? Info online is pretty contradictory.

It depends on year, especially 2006 models.
Unbraked is easy, as it's a constant across all years at 750 Kgs, which is an EU requirement.
Braked trailers can be up to 2000 Kgs. Take a look at the chassis plate, which gives you all the information you need for your specific model.
My 05 SE shows a maximum vehicle mass of 2080 Kgs and a maximum train mass of 4080 Kgs, which clearly allows 2000 Kgs for the trailer.

My manual '05 TD4 SE shows in the log book that the "Technical permissible maximum towable mass of the trailer" is 2000kg for a braked one (also normal 750kg for non-braked).
Don't forget that the towable weight includes the weight of the trailer, a decent size braked trailer usually weighs something like 400kg so you can only move about 1.5 tonnes in the trailer.

Exactly. This means that if the vehicle is loaded to 2505 Kgs, the tow limit is reduced to 1575 Kgs.

My thought was I might be able to move my 1.5t kubota mini digger, but I think it might be asking to get pulled by the Feds.

As long as the combined mass of the digger and trailer are under 2000 Kgs, there's not a lot that anyone can do about it, regardless of how it looks. VOSA are the people to look out for, as they are the enforcement agency. But if you're all legal, then you've no worries.
