1996 Disco 300 tdi auto EDC

Ticking over around 1k hot or cold and high fuel use.

Any suggestion what can cause this or solve it ? I have read that tickover is controlled via the electronic pump. I know theres a lot already out on google there on high fuel use I looked before posting. I thought maybe it was the TPS sensor especially after reading posts on these forums however the tickover is not erratic or over 2k and it runs fine both on and off the gas when driving. A faulty TPS would have similar problems. I also believe the engine will rev higher if it is limp home mode. The check engine light is not on

So far
No fuel leaks
New airfilter
New AFM - diagnostics said original was faulty
New gasket on inlet manifold (old one gone)
New manifold (old one had hairline cracks)
Injectors refurbed
Aintercoooler pipes fine
All turbo hoses all checked
As much of the wiring for the sensors checked that I can find
Accelerator pedal seems fine as well

Running out of ideas any help welcome
