No. All global warming means is the global average rises over time. Under that are some big themes like the north pole warms quicker than elsewhere and then it gets more nuanced. E.g. you might get extra bands of deserts and the existing band of deserts turning wetter. Our weather is particularly dependent on the jet-stream so depending what the arctic is doing that may give extended hot or cold periods. In short, our weather will get more extreme but the overall direction will be higher temperatures on average over the decades although not as marked an increase as the arctic.
The big picture is quite simple - a bit like asking if summer is warmer than winter. Anybody can answer that. Saying next summer will be warmer or colder than the last one is trickier and then going from country level to postcode level blocks on a specific month or week gets ever more tricky because of the size of the calculations and the sheer number of factors that affect weather at the local level (plus feedback loops, e.g. cloud cover, con-trails or even methane from Siberian permafrost).
