turbo work by taking energy from exhaust gas passing through turbine, turbo cuts in as soon as engine starts and exhaust gas pass through,but below about 1700 revs doesnt push air sufficent(not spinning fast enough) to make alot of difference because turbo would restrict too much exhaust gasses and nullify the extra air delivered, they work better the easier the waste gas can get away hence fitting big bore straight through pipe ,super chargers are positively engine driven through belt or gearing so can forcibly push air into engine from the start
