From experience I would cut it back square cut a piece of metal that will slide in-If need be drill one hole in plate and screw self tapper
(removed after welding edge and spot welding screw hole)
weld round, grind back ,fill and paint.
remember to put a sheet over screen so it does not get spark damage

so you just cut back the metal and weld those in?
could I use fibreglass and filler just to get her through the MOT? car currently not taxed or MOT'd

Get a propery repair panel and weld that on. Costs £18. Number of times I have done these sorts of repairs and then thought, if only I had bought the proper part.

yer really need the patches mate, i did mine in a day, 2 patches top left and right and the bulkhead out riggers , cut the lot out , spray in as much rustroy as yer can , then weld uo and gring flush , prime and spray !

I did that job, it wasn't that hard. As you can see from the pics it was pretty gruesome, a lot worse than your. Most of the time taken was preparation. I bought repair panels, which fitted ok but were a bit generous in places and not generous enough in others, so I cut bits off them and added them elsewhere.
It's a good opportunity to replace the bulkhead/windscreen seal. Here's a few of the pics - more available if you're interested.

About to start on these repairs myself. What did you do about the internal windscreen brackets which had rusted too? Did you chop out the rusted sections and replace or just weld the repair panels over the top?
Looks like a very time consuming job to me to get in there and do it all well.
